The Fourth Precinct is commanded by Captain Billie Rowland and is located at 8080 Airport Boulevard.
In 2020, the population for this area was approximately 93,950 residents with 49,203 calls for service.
Captain Billie Rowland has served in law enforcement for over 34 years. He joined the Mobile Police Department in April 1992. He was one of the original three officers assigned to the downtown Central Events unit in 1992. Captain Rowland has held supervisory positions in First, Third and Fourth Precincts. He has served as commander for the Downtown Precinct, the Mounted Unit and Support Services Section. This is the second time he has commanded the Fourth Precinct.
Captain Rowland has received over 20 Commander’s Citations, a Chief’s Unit award, a Chief’s Commendation, a Life Saving Award, and three Excellent Police Duty awards. He holds a Bachelor’s Degree in Criminal Justice Administration.
